Future Growth in Horowhenua

Greetings All

Below is an email from David Clapperton (CEO of HDC) in response to a request from Kimbal McHugo to defer the Council process of rezoning land in Manakau and Waikawa until after the NZTA expressway route has been decided.  Note that we are promised more community consultation in the new year “if not before”.

Thanks for your email Kimbal.

David and Daniel were very grateful for the time that you and the other association members from Manakau and Waikawa spent with them discussing future growth areas last year.

As a Council we have been very conscious of the burden that has been on the Manakau community while we all await the outcome of the O2NL process.  The district is getting closer to having some certainty on the preferred corridor and the timing of the project, with the NZTA Board expected to make these decisions in December.

Yes you are right about future engagement.  We see an important window fast approaching where in the first half of 2019 we want to work with the Manakau community to develop a Community Plan.  This plan would look at a vision for the future of Manakau, and would cover:

·         Where Manakau is now and where it wants to be?

·         The opportunities and constraints

·         What is important to Manakau?

·         What needs to be done to achieve the vision?

The urgency with this plan, is that we see this plan as being critical when it comes to discussing with NZTA the impact of the O2NL project on Manakau, recognising that any of the corridor options in the Manakau area if chosen will have varying impacts on the Manakau community.  The Community Plan will also help provide direction on what outcomes the Manakau community want to see from the project.  In short we want to ensure that when we are working together with NZTA, we are asking for the things that align with the community’s vision for Manakau in the future.  With this in mind you can expect Council officers to be looking to connect with you early in the new year if not before, to discuss the process and how best to engage with the local community.

In addition to helping with future discussions with NZTA, the Community Plan will also help inform whether the growth area to the north of Manakau village is appropriate, what type of development should occur in and around Manakau as well as potential inputs to Council’s Long Term Plan process.
